As previously stated in its policy on Intellectual Discourse and Freedom of Speech, the Board of Trustees affirms its commitment to the principles of free speech guaranteed by the Constitution of the United States. At the same time, the Board believes that intellectual discourse and free speech must occur in a civil environment free from harassment, intimidation, and violence as described below. It is the expectation of the Board that all individuals associated with the College shall treat all other individuals associated with the College with respect and dignity. Nothing contained within this policy prohibits concerted activity as protected by the National Labor Relations Act and the Pennsylvania Public Employee Relations Act.
Definitions and Expectations
Note: The following definitions are not all-inclusive, but are frequent terms associated with Civility.
Behavior that is polite, reasonable, and respectful.
Each member of the college community is expected to treat others within the campus community with civility and respect, recognizing that disagreement and informed debate are valued communication in an academic environment.
Demeaning, intimidating, threatening, bullying, or violent behaviors that affect the ability to learn, work, or live in the Community College of Beaver County environment and that are inconsistent with a reasonable person’s standard for civility and respect. These behaviors have no place in the college community.
Violence is behavior that causes harm to a person or damage to property or causes fear for one’s safety or the safety of others. Examples of violent behavior include physical contact that is harmful and expression of intent to cause physical harm.
It is everyone’s responsibility to exercise civility within the college community. To aid in supporting civility, while not interfering with individuals’ rights to free speech, this section is provided to help set a tone within the college community of what are acceptable and unacceptable behaviors that provide an appropriate learning and working environment.
Often, by the time individuals report an incident or series of incidents of disruptiveness, the situation is quite serious. It is the College’s goal to reduce or eliminate incidents through the following prevention methods:
Students and employees should be advised and educated as to what is considered civil behavior at Community College of Beaver County. These expectations should be easily understood and assessable.
Individuals who feel they have been subjected to incivility should follow the procedures for notifying appropriate College personnel of the incident(s). Please note that these complaint procedures are listed in the Procedures for Filing a Complaint of Incivility.
Harassment, violence prevention, and other related training should be provided periodically and attended by students, faculty, and staff.
Behavioral Evaluation Team (BET)
The Behavioral Evaluation Team serves to collect information regarding threatening or violent behavior in the campus community. BET assesses the information received and responds to the incident as appropriate. Violence prevention is best accomplished by stopping the process before it gets started. Addressing minor violations of college policy lowers the risk of aggressive responses and increases the possibility of peaceful solutions. The purpose of the team is to (1) assess behaviors of concern to students, faculty, staff, and college-affiliated individuals to determine the level of threatening or violent behavior;
(2) identify, refer, and/or assist any of these individuals who may be at significant risk to self or others; and (3) educate the campus community in the identification and referral of these individuals for appropriate services.
The Board directs the President to develop College procedures consistent with this policy.
