6.01.002 - Nepotism
To avoid impropriety or the appearance thereof in its hiring practices, it is the policy of the Community College of Beaver County that the College is prohibited from employing in any capacity, either full time or part time, relatives of the College’s Board of Trustees or of the President of the College. For the purposes of this policy, a relative is defined as husband or wife, son or daughter, mother or father, and/or brother or sister of the Board member, or President or the spouses thereof. The policy will apply equally to those who have established a cohabitation relationship.
The College will consider a member of an employee’s immediate family for employment if the applicant possesses all of the qualifications for employment for the position. In such cases, the individual hired will be required to apply and be selected through the normal recruitment and selection processes of the College. No preferential treatment in hiring is to be given to relatives of employees of the College.
An immediate family member may not be hired, however, if the employment would a) create either a direct or indirect supervisor/subordinate relationship with a family member; or b) create an actual conflict of interest or the appearance of a conflict of interest. These criteria will also be considered when assigning, transferring or promoting an employee.
Employees who marry or become members of the same household may continue employment as long as there is not a) a direct or indirect supervisor/subordinate relationship between the employees; or b) an actual conflict of interest or the appearance of a conflict of interest.
Should one of the above situations occur, the College will attempt to find a suitable position within the College to which one of the affected employees may transfer. If accommodations of this nature are not feasible, the affected employees will be permitted to determine which of them will resign.
The Board directs the President to develop procedures for the implementation of this policy.
