6.01.005 - Minimum Faculty Qualifications

Regulations from the State Board of Education, Section 35.24, require that faculty have competencies in their area of responsibility as required by the curriculum of the College.  In demonstrating its commitment to educational quality and to provide guidance to the President and staff of the College in hiring of full time and adjunct faculty, the Board of Trustees establishes the following as minimum qualifications for faculty.

Faculty in Transfer Programs, Development Programs,

Counseling and/or Library Positions

Full Time / Adjunct Faculty

Level One

Master’s degree from a regionally accredited college/university in the teaching field;

Level Two

Master’s degree from a regionally accredited college/university with at least eighteen graduate hours in the teaching field or a directly related field;

Level Three

Bachelor’s degree from a regionally accredited college/university with at least eighteen graduate hours in the teaching field or a directly related field;

Level Four

Bachelor’s degree from a regionally accredited college/university with a major in the teaching field and some graduate credits toward a Master’s degree in the teaching field; or

Level Five

Bachelor’s degree from a regionally accredited college/university with a major in the teaching field.

 

Occupational Faculty

Full Time / Adjunct Faculty

Level One

Master’s degree from a regionally accredited college/university in the teaching field and a minimum of five years (10,000 hours) of related work experience;

Level Two

Master’s degree from a regionally accredited college/university with eighteen graduate hours in the teaching field or a directly related field and a minimum of five years (10,000 hours) of related work experience;

Level Three

Bachelor’s degree from a regionally accredited college/university and eighteen graduate hours in the teaching field and a minimum of five years (10,000 hours) of related work experience;

Level Four

Bachelor’s degree in the teaching field from a regionally accredited college/university, some graduate credits in the teaching field, and a minimum of five years (10,000 hours) of related work experience;

Level Five

Bachelor’s degree from a regionally accredited college/university with a major in the teaching field and a minimum of five years (10,000 hours) of related work experience;

Level Six

The educational equivalent of an associated degree and/or appropriate professional certification in the teaching field and a minimum of five years (10,000 hours) of related work experience.

Where professional certification or licensure in the teaching field is a requirement for the course(s) to be taught, the certification/licensure shall be an additional minimum qualification.

The Board acknowledges that in some program areas, including but not limited to traditional trade occupations and selected technologies, experience, licensure, and/or certification may be more appropriate qualifications.  In cases where a full time position is contemplated, the President shall include recommended alternative minimum qualifications along with the recommendation for creation and funding of the position.  In recruitment and selection of adjunct faculty, appropriate, alternative minimum qualifications will be determined by the administrative staff and announced in the position opening notice.

All occupational work experience must be acquired after the individual reached the age of 16 and must be within the last ten years.  At least 1000 hours of work experience must be within the last three years.

 

Noncredit Adjunct Faculty

Considering the specialized nature of noncredit course offerings, minimum qualifications for credit faculty positions are not appropriate.  The Dean of Continuing Education shall ensure that appropriate qualifications, including the possession of appropriate licenses or certifications, are established for all noncredit positions.  These statements of qualifications shall be subject to review by the President and/or an appropriate designee.

DOCUMENTATION REQUIRED

Individuals hired for either full time or adjunct faculty positions shall be required to furnish acceptable documentation as determined by the President to substantiate the educational and work experience requirements of this policy.  The documentation must be maintained for review by the College'’ regional and specialized accrediting bodies.

REQUIREMENTS AND EXCLUSIONS

In establishing this policy, it is the intent of the Board of Trustees to ensure that every effort is made to hire faculty, especially full time faculty, with qualifications as specified for Level One.  Where an applicant with Level One qualifications is not available, individuals with Level Two qualifications may be considered.  For appointment of full time faculty, individuals with qualifications less than those specified for Level Two may be appointed to a special term contract only.

Where it becomes necessary to hire a full time faculty member with lesser qualifications, a development plan moving the faculty member toward the Level One qualifications is to be developed and implemented.  Progression toward completion of the plan shall be a factor in decisions on retention, promotion, or tenure.

To the extent possible, faculty hired on a special term contract will be required to possess the qualifications specified for full time employment.  Before a special term employee who does not possess specified minimum qualifications can be appointed to a full time instructional position, recruitment for the position must be conducted to ensure that an individual meeting minimum qualifications is not available for the position.

In the event that it becomes necessary to hire adjunct faculty who do not meet minimum qualifications to teach in a particular semester, recruitment for appropriately qualified adjunct faculty must be conducted before the under-qualified adjunct member can be offered a contract for a subsequent semester.

Full time faculty hired prior to the adoption of this policy shall not be required to meet the requirements stated herein as a condition of continued employment in the position currently held.
