3.04.005 - Course Scheduling Preference for Veterans

In an effort to assist students in using veteran benefits to earn a postsecondary credential, it is the intention of the Board of Trustees to adopt Act 46 of 2014, the “Higher Education Course Scheduling Preference for Veteran Students Act”. To this end and consistent with the regulations of the Pennsylvania Department of Education, the Board directs the implementation of the following policy definitions, process, point of contact and locations in accordance with the Act and the Higher Education Course Scheduling Preference for Veteran Students Act Guidelines.

Definitions

A “veteran student” is defined by the Pennsylvania Department of Education as an individual who: has served in the United States Armed Forces, including a reserve component and National Guard, and was discharged or released from such service under conditions other than dishonorable; has been admitted to a public institution of higher education in Pennsylvania; and resides in Pennsylvania while enrolled in the public institution of higher education. Veteran students may or may not be using veteran’s educational benefits at CCBC.

The term “course scheduling preference” means veteran students are able to start registering for courses sooner than students with the same class standing. At the Community College of Beaver County, veteran students are permitted to schedule for courses one week prior to registration for returning students, and two weeks prior to registration for new students. If a veteran student is enrolled in a competitive program, the veteran student should receive preference provided all other eligibility criteria are equal (i.e., GPA, class standing, etc.)

Process

At the Community College of Beaver County, veteran students are permitted to schedule for courses one week prior to registration for returning students and two weeks prior to registration for new students. A Veteran student must first ensure his/her eligibility through the Student Financial Services Office by providing a copy of the DD 214 military discharge form indicating that he/she was discharged or released from such service under conditions other than dishonorable. If eligibility is verified, the Financial Services office will then advise the veteran student regarding the early course registration period as documented on the College’s academic calendar. The veteran student may register for courses during this early registration period at the Information and Registration Center.

Point of Contact

The Director of Enrollment Services shall serve as the point of contact for matters concerning this policy and early course scheduling for veteran students. The Director shall also be responsible for displaying this policy on the college’s website, catalog, and in the offices of veteran’s affairs and financial aid.

Statement from PDE

“Act 46 of 2014 requires public institutions of higher education in Pennsylvania to provide veteran students, as defined in the Act, with preference to course scheduling. Non-compliance may be reported to the Pennsylvania Department of Education by submitting the Higher Education Student Complaint form found at www.education.state.pa.us.”
